It's not that the FDA won't issue warnings, it's just that they plan on giving the pharmaceuticals that create the drugs more freedom into how they advertise their products.
Bad idea?
Many think so. I mean, how can you be sure that the next panadol won't have a dangerous additive if they just advertice and report that "it's an improved recipe, with a stronger additive for xyz reason".
They would have full control of how the drugs will be presented.

The investigations must be academically approved, but that hasn't stopped companies from funding and fishing "positive" studies while burring hindering or covering blank results.
